With recent changes to Google Docs, it's kind of hard to find the Template Gallery. Here's how to get it back:
1. In Google Drive, click the red CREATE button. Click on CONNECT MORE APPS:
2. In the search box, type in TEMPLATE and hit the Enter/Return key. When the Drive Template Gallery appears, click the blue CONNECT button. On the next screen click OK.

3. Now when you click the CREATE button in Drive, you will see the option "From template" which will take you to the Template Gallery.
